Combine in a saucepan with water to cover:
Bring to a boil, then drain. Slice the kumquats into rings and remove any seeds. Combine in a medium saucepan:
Bring to a boil over medium-high heat. Add the kumquats and simmer until tender and the sugar is dissolved, about 5 minutes. Scoop out the kumquats and transfer to a bowl. Boil to reduce the syrup by half. Strain the syrup over the kumquats, cover, and refrigerate until chilled.
